In the American state Pennsylvania hitchhiking is only illegal on the Turnpike, so only do it on or near the on ramps. The police will never stop you from hitchhiking as long as you are not on the interstate itself, where it is rightly considered a safety issue. Hitchhiking is generally well-received in rural areas of Pennsylvania. I-80 in particular has many good hitchhiking spots and is not heavily patrolled by police, and should be considered the optimal way of hitching across the state.
