Each one of these routes have specific places for hitchhiking, usually on the outskirts of the city. You can normally tell where these are, because you'll see a bunch of people hitchhiking, as it's very popular in Romania.
It's recommended that you take a bus from one exit to another. A bus ticket (including 2 allowing two rides) costs 3.5 4 lei (about 75 Eurocents0.90€). Tickets have to must be validated by using in the punchers machine or ticket-puncher on the bus.

Option 2:
 
Take f.e. bus 40, 40S or M16 to the station "Drum Faget". There is a roundabout with directions Bucureşti or Făget right after the bu's stop, so you can easily find a ride south from the bus stop. It took me 4 minutes to find a ride to sebeş on Sept. 20th 2017, 10:30am.

For hitchhikers who want to base themselves in Cluj for at least a few days, the city has a nomad base called the [http://www.christopherculver.com/en/cc.php Cluj Caravanserai].
