Hitchhiking out
West towards Yelets via R119 (to Oryol, Moscow, Rostov-on-Don)
Take bus number 35 from either the railway station or the Central Market (Ц.Рынок, costs about 10 RUB, runs frequently) to the final stop in the village of Kosyrevka. Walk 200-300 meters to the highway; there’s a good hitchhiking spot just beyond the end-of-village sign. To go to Oryol, it's best to reach Yelets first (bus station in Alexandrovka, on the northern outskirts); from there, turn left towards Oryol. For Moscow, you do not need to enter Yelets. R119 joins M4.
South towards Voronezh via M4
From the Central Market, take local bus 102 (to Borinskoe) or 103 (to Lenino). You can ask the driver to stop at the Voronezh highway. On bus 102, exit before the last stop to get to the highway. Alternatively, take bus 35 to the "Tank" monument and hitchhike from there towards Voronezh.
East towards Tambov via R119
From the railway station or the Central Market, take bus 12 or minibus 328 (from the bus station or Central Market) or 324 (from the station) to the "Orlovskoe shosse" stop (ask the driver to be sure). About 200 meters ahead is a police post (DPS) on R119, going to Tambov. You can hitchhike right after the DPS post (well-lit at night), or walk another kilometer after the bridge over the Voronezh river for a broad, convenient spot.
North towards Chaplygin via M6
Take bus 12 or 24, or minibuses 324 or 380, to the last stop "Chaplyginskoye shosse". Hitchhiking position is right after the stop.
