Norfolk, VA - got a word from one driver, his car broke down and he was trying to hitch out of Norfolk city at night. Police ended up giving him a ticket and he had to go to court. City specific rules.
Did see no-hh signs on interstate exits a bit south in Chesapeake, VA. Spent quite some time thumbing on 17 south and no trouble from police there though. Viliusdidit.
Not so difficult but definitely stay off the interstate freeways. It is legal to hitchhike on other roads. Good state for train hopping. Almost all trains lead in or out of Roanoke.
