No pedestrian shall stand or stop in any roadway for the purpose of soliciting rides.

This is nearly identical to the state statute, hitchhiking is permitted off the roadway. Also regarding the no hitchhiking signs, those are all over Virginia on the on ramps, and just mean no hitchhiking on the interstates, which is already illegal anyways since pedestrians cannot be on interstates.
