You can take the number 1 bus to the town called Voltri. Just before you enter into the town itself there is an entrance ramp there to the A10 to France and Savona; This entrance ramp also leads to the E 25highway to Milano. I was there 2 hours on July 31st 09, then I gave up. The train ticket from Voltri to Vitimiglia, right on the border with France, was 8 euros.

There is a petrol station near motorway in "Nervi".
Take the bus 17 from the center of Genova, get off at the 'Autostrada' stop. The road goes up the bridge and technically it's not autostrada yet so you can can stand there with your thumb up without fearing to encounter the police. :)
