Hey keith boundary lines as used in the term highway means all adjacent public property to the road which the grass is part of. All states that use the term highway are generally interpreted to mean totally illegal except on private property. Hope this helps. Thanks for your extensive South American additions, but please don't mention yourself so much in articles. Wikis attract contributions from a multitude of editors, and articles just become a mess if everyone mentions themselves personally. Better to keep everything in a third-person tone independent of any one person's experience. If you want to report waiting times (you say somewhere you got a lift in "5 minutes"), that doesn't go into the article but into the entry on the Hitchwiki Maps overlay.
