''Lazy Alternative'': Get to Aobadai Station (Tōkyū Den-en-toshi continues on from Hanzomon at Shibuya). Take bus ''#82'' until Kitahassaku Kouen Tomei entrance (北八朔公園東名口). Tell the driver you want that, but the bus displays every stop name. You'll drive across the Tomei, walk back just a bit from the bus stop and straight down to the Kohoku PA (NOT ACROSS BRIDGE).
EXPASA足柄 is a huge rest area and thus is extremely good for hitching to and from Tokyo. It is a bit far from Tokyo though and you should only use it as an intermediate hitchhiking location and not as a location to get out of the city.
