We always kind of had a consent here to stick to the [http://en.wikipedia.org/wiki/Template:PRC_provinces_big_imagemap definitions from Wikipedia] or the UN instead of trying to find our own political view. According to Wikipedia, Tibet is not a special administrative region, but one of 5 autonomous regions of China. Either we list them all, or none of them.
