The ferry to Fishguard is offically not hitchable (because you pay per vehicle), and a single foot passengers' ticket is 33€. However, it might be possible to get a free crossing by walking through the car check-in point (which seems to be possible) and talk to motorists after the barriers; it seems likely that tickets won't be checked any more after this point. Also, the queue before or after the car check-in is the best spot to find a lift for the time when you arrive in Fishguard (next to the ferry itself, where you don't know who is a motorist or a foot passenger etc.)
