21-507. Certain activities by pedestrians prohibited [Amendment subject to abrogation].
(a) Soliciting rides, employment, or business.- Except for the occupant of a disabled vehicle who seeks the aid of another vehicle, a person may not stand in a roadway to solicit a ride, employment, or business from the occupant of any vehicle.
 
Appendix B. Definitions: Roadway: That portion of a highway improved, designed, or ordinarily used for vehicular travel and parking lanes, but exclusive of the sidewalk, berm, or shoulder even though such sidewalk, berm, or shoulder is used by persons riding bicycles or other human-powered vehicles.
In Maryland, the definition of roadway is exclusive of a shoulder, berm, or sidewalk and allows for solicitation of rides from these areas.
