No person shall stand on a public roadway for the purpose of soliciting a ride, employment, or business from the occupant of any vehicle.Title 32.1 Definitions (59) "Roadway" means that portion of a highway improved, designed, or ordinarily used for vehicular traffic, exclusive of the berm or shoulder. In English, this means that you're fine & within bounds of the law as long as you stay on the shoulder. Hitching on the Interstate might be illegal, but outside of big cities it seems to be a good idea to do it anyway.

Louisiana is another one of those states where people may not be very trusting and asking them for a ride in person at gas stations can often help you get a ride much quicker than standing on the side of the road. In Dubach, a little town north of Ruston, the chief of police gave me the usual line about it being illegal to hitchhike. I argued with him and he started yelling and swearing, and acting generally unprofessional. He said he didn't care what the text of the law said, he wasn't going to allow hitchhikers in his town. Of course I continued to hold my thumb out, and he never did anything besides driving by me and glaring at me about a dozen times.'' Waited 2h in New Orleans and got dropped off at a small exit just behind Slidell. So I hitched from the shoulder, where visibility was good. No police seemed to care - neither on the shoulder nor when I started in New Orleans. Many cars were just passing by.
