This service area is on from the center or the Ring around Ljubljana train station and is very well-served by a lot of long-distance drivers. The best option in a walkable distance from the city centre would be park Tivoli. It is possible huge so you can easily find a good place to hide and set up your tent somewhere. People often drink there in the evening so it might be a good idea to sleep in Metelkova mesto www.metelkova.org (Metelkova street - Masarykova street)on or at least close to the grass between Jalla Jalla club and Tiffany clubforest, so nobody will bother you.
