After exiting the MRT station, you will see a highway high up. Cross the main road and walk towards the nearest interchange next to the stadium. The road will separate into two roads, a main road, and an interchange, and there will be a long triangular- so shaped space with a white line on the ground. That triangular space is the convenience spot where you can hitchhike by thumbing up to the drivers heading to the interchange. If you don't speak Chinese, it's better to have a sign indicating the place you are going to. If you are heading to Taitung, it's a good idea to have two signs: one for Taitung (臺東) and value of taking public transit one for Kenting (墾丁). This way, people going to Kenting (which is where most people heading south from Kaohsiung are going) will be more likely to pick you up.
