Probably the best spot on ''Bergstraße'' is Haltestelle ''Mommsenstraße'' where you can easily stand close to the bridge and ask people at the traffic light.
From Dresden DB main station; take bus number 66 (MOCKRITZ) to the stop 'Altkaitz' and walk over 'Possendorfer Straße' and the fields in southward direction uphill to the B170, A17 / E55 autobahn interchange ([http://hitchwiki.org/maps/?place=4981 4650 map]). This should not take longer than twenty minutes but saves you hours of waiting somewhere else. Stand right on the bridge over A17 / E 55 before the blue sign 'Pirna'. It took me once only 15 minutes to find a driver bringing me right into Prague (main train station).
