Turns out you were right. I still believe that just our two accounts aren't enough to warrant marking Serbia as "hard to hitchhike", especially after talking to others in the Signal group where it was a 50/50 split between "very easy" and "very hard". My waiting time averaged around 1.5hrs for four rides across the whole country. Similar experiences in the Serb dominated regions of the Balkans, such as Republica Srpska and Montenegro. My theory is that it was my appearance, which was adequate for most Westerners but perhaps not for Serbs. A Serbian guy in Montenegro told me that he believes I look like a stoner, making him hesitate to pick me up. A few others told me they picked me up because I, quote(!), "do not look like a refugee". Looking ever so slightly Arab or Black would've made them change their mind, blatant racism. All in all a bad experience.
