Hitchability North America

I'd propose that we split US and Canadian hitchability by state/province... there's pretty significant differences depending on where in the US or Canada you are. Also it'd be neat to add country-style infoboxes. I can't do that, though, don't have the technical skills to implement the hitchability per state rating template.
