Walking on the interstate or asking at gas stations is recommended. Try hitching from on ramps as a last option, although this may seem strange it really will be the better option. This is probably due to many residents having never encountered hitchhikers and are extremely wary.
Police don't seem to care much about hitchhiking or walking on the interstate. Experiences with the cops may vary based on gender, age, race etc.
