In order to combat/harass the growing homeless population, the Nashville police have a policy that they will cite all hitchhikers for illegally soliciting a ride (which compels the hitchhiker to go to Tennessee court on a set date). Even if the hitchhiker is standing in a permissible place, the police will say that the hitchhiker must explain that in court.
