For clarification, the State Law allows for a city's interpretation. For North Las Vegas, the law is such:
For the purposes of NRS chapter 484, a “highway” is defined as “the entire width between the boundary lines of every way dedicated to a public authority when any part of the way is open to the use of the public for purposes of vehicular traffic, whether or not the public authority is maintaining the way.”   NRS 484.065.  For clarification, the State Law allows for a city's interpretation. For North Las Vegas, the law is such: :10.36.090 - Pedestrians soliciting rides or business.:A.No person shall stand in a roadway for the purpose of soliciting a ride, employment, or business from the occupant of any vehicle. [http://library.municode.com/showDocument.aspx?clientID=16023&docID=1#hit1#TIT10VETR_CH10.04DE_10.04.290RO] Putting two and two together, this means that soliciting for a ride (hitchhiking) is legal as long as you are not standing "in a roadway" "exclusive of the berm or shoulder." Thus, you can legally stand on the shoulder or sidewalk of a roadway and stick out your thumb. Since the interstate has different jurisdiction, you might not want to walk too far up the on ramp.
