If your hitching attempt fails, you are left with limited options. Heading back into the centre of Wakkanai might be the best choice. You can also attempt to wild camp south of Wakkanai, but be aware that the terrain is full of hills and dense underbrush, it may prove very difficult to find a level place to put your tent.
