::(1) Stand on a roadway for the purpose of soliciting a ride.
Hitchhiking Roadway—That portion of a highway improved, designed or ordinarily used for vehicular travel, exclusive of the sidewalk, berm or shoulder even though the sidewalk, berm or shoulder is legal in Pennsylvania when not on the roadwayused by pedalcycles.
