Belarus is neither in the [[European Union]] nor in the [[Schengen Agreement|Schengen]] Common Travel Area, and most non-[[Commonwealth of Independent States|CIS]] nationals would require a visa to enter the country.
Please note that while there is no border control between Belarus and Russia Belarusian transit visa is still required for foreigners when transiting through the country from Russia to Poland, or vice versa. You can't get a visa at the border.
Also, when staying for more than 5 working days in Belarus, you need to be registered by the local authorities (if you travel on a 'private' visa that is, please add information about other visa if you can! ). This consists of visiting a 'militia'-office in Minsk, filling in paperwork, showing your '''and your hosts' passport''', making a small payment (probably not more than 3 euro), and getting a stamp on your immigration-card.
You have to show your immigration card with the registration stamp when leaving the country, because you can and probably will get in trouble when you don't have it!
