§17C-10-6. Pedestrians on roadways; soliciting rides. (c) No person shall stand in a roadway for the purpose of soliciting a ride from the driver of any vehicle. As with most states, the definition of roadway in this context allows for the solicitation of rides when on the shoulder or berm.
