: Unfortunately, I don't know of any better way of blocking users preemptively. Prino tried blocking them on suspicious user names, but that hit a lot of legit innocent users as well.

::Ok, thanks, that's kind of what I figured. Just to be clear, I didn't block anyone *because* they had no edits. I was just fielding so much spam at once that it was kind of difficult to deal with, so I blocked all of the accounts that had been created within a short window and didn't have any non-spam edits. Of the 22 accounts I blocked, 8 had no edits yet when I went to block them (i.e. when I opened the page to block), and 2 of those 8 ended up making a spam edit before I could block them (that is, after I opened the page, but before I could save it).
