As you leave the terminal, turn cross the parking lot and turn left. You will see on your right the airport access road. Walk till the car entrance (around 150m) and you can now decide: Either hitchhike there (the drivers have enough room to stop), or cross the road, walk a bit left and hitchhike there (again, enough room to stop). It's best to hold an LJ sign.

Spodnji Brnik is also the closest settlemet to Ljubljana Jože Pučnik Airport, commonly know as Brnik Airport. This airport is relatively small and serves as a hub of the Slovenian national carrier "Adria Airways" and some international low-cost airlines.
