South Carolina is a state in the United States. Hitchhiking is okay, as long as you don't stand on the roadway. Fines may be high, so be aware.

Article 25 Pedestrians; Rights and duties therof

Section 56 5 3180. Pedestrians soliciting rides or business.
(a) No person shall stand in a roadway for the purpose of soliciting a ride.

Definitions

Road - That part of the trafficway which includes both the roadway and any shoulder alongside the roadway.

While South Carolina doesn't appear to define "roadway" in a legal context, the definition of "road" appears to imply that "roadway" is a section of the "road" which does not include the shoulder. Because of the lack of a definition for roadway in South Carolina, it is advisable that one hitchhikes from off the paved portion of a road to avoid any trouble.
