28 European states have signed the agreement, including most European countries and three non-EU countries ([[Iceland]], [[Norway]], [[Switzerland]]. [[Ireland]] and the [[United Kingdom]] did not signed sign the treaty. 24 of these countries have implemented the agreement so far.
