Pskov Oblast (Russian: Псковская область, Pskovskaya oblast) borders the European Union countries of Estonia and Latvia, as well as Belarus. It is the westernmost federal subject of contiguous Russia (i.e. excluding the exclave of Kaliningrad Oblast). Its major cities are Pskov (pop. 202,000) and Velikiye Luki (pop. 104,000).

Hitchhikers coming from Europe might pass this oblast on their way into Russia. The main road from Latvia to St. Petersburg, passing Pksov, is easy to hitchhike (even at night) because there is a lot of TIR traffic. However the main road towards Moscow has pretty low traffic between the Latvian border and Velikiye Luki, especially at night. This mainly because Russian TIR traffic from Europe is generally taking the shorter way through Belarus.
