Nevada state law states such: 484B.297 Walking along and upon highways; solicitation of ride, business or contribution from driver or occupant of vehicle prohibited in certain circumstances; intoxicated pedestrian prohibited within traveled portion of highway; applicability to riders of animals; penalty.

For the purposes of NRS chapter 484, a “highway” is defined as “the entire width between the boundary lines of every way dedicated to a public authority when any part of the way is open to the use of the public for purposes of vehicular traffic, whether or not the public authority is maintaining the way.”   NRS 484.065.
