The above statement is in direct disagreement with [http://www.digihitch.com/usa87.html], which cites the Nevada Revised Statutes 484.065That said, both opinions caution to beware of cops and some digihitch commenters go so far as to say they have been ticketed (though maybe for hitching incorrectly... who knows).

A.No person shall stand in a roadway for the purpose of soliciting a ride, employment, or business from the occupant of any vehicle. [1]
10.04.290 - Roadway.
The term "roadway" means that portion of a street or highway improved, designed or ordinarily used for vehicular travel, exclusive of the berm or shoulder. [2]

Putting two and two together, this means that soliciting for a ride (hitchhiking) is legal as long as you are not standing "in a roadway" "exclusive of the berm or shoulder." Thus, you can legally stand on the shoulder or sidewalk of a roadway and stick out your thumb. Since the interstate has different jurisdiction, you might not want to walk too far up the on ramp.
