At the tourist office you can get a 'Matsumoto Guide Map' which shows a Service Area to the west of the city called Azusagawa S.A. Take the train from Matsumoto Station to Shimauchi Station (two stops), from there it's a pleasant 30 minute walk, which is easy to do with the map. It is an S.A. of decent size and I had a ride within 30 minutes. To the north of this S.A. is another one for cars heading south (also shown on the map), but I can't confirm anything about it.
