Bus no. 5 runs from the train station along Tian Shui Lu to the motorway entrance. Get off at the second last stop (last one is also ok, if you miss it) and walk past the toll gate. You can either hitch here, or just continue over the bridge to the actual motorway, which is about 20 minutes walking.
