Anyone hitching from one country to another will be crossing borders.
Nowadays, with the Schengen Agreement covering most of Europe, border checkpoints inside the Schengen area are losing most of their usefulness as good places for hitchhiking.
However, in many places traffic moves somewhat slower than normal, so there are still opportunities to get rides. The frequent presence of money changing offices at borders between countries that do not share a common currency also offers opportunities.
