The Mauritanian embassy is a sure spot in Rabat no longer issues visas - you now have to find somebody going south. Take bus #66 from the Bab el-Had and ask got to be told once your near the Supermarche SouissiConsulate in Casablanca. Talk From there, it should be easy to hitch rides with overlanders.
